Rail contracts: Reps summon ex-minister, contractors

A former Minister of Transport, Mr. Isa Ibrahim-Bio, the Office of the Secretary to the Government of the Federation, the Department of State Services and 27 contractors have been listed to answer questions in connection with the controversial N1tn railway rehabilitation and modernisation contracts.

Also listed is the Economic and Financial Crimes Commission.

An ad hoc committee of the House of Representatives has been investigating the contracts, covering 2010 to 2014.

The Chairman of the committee, Mr. Johnson Agbonayinma, said on Monday that the appearances had been fixed for Thursday this week.

Documents at the committee’s disposal indicated that Ibrahim-Bio, who succeeded Mrs. Diezani Alison-Madueke as transport minister in 2009, supervised the signing of the N12.5bn contract for the purchase of locomotive engines from General Electric.

On its part, the DSS was said to have written the office of the SGF, detailing findings on how the rail projects were not executed in line with expectations.

The DSS is to explain what became of the report it sent to the SGF’s office, while the SGF will tell the committee the nature of the action it took on the report.

Similarly, the EFCC conducted an investigation into the rail contracts.

The agency is expected to avail the committee with information on the outcome of the investigation.

The immediate past Managing Director of the Nigerian Railway Corporation, Mr. Seyi Sijuwade, had been appointed by the Presidency during the tenure of Ibrahim-Bio.

Ibrahim-Bio is seen by the committee as someone who “has a lot to tell the committee about the contracts, having been the one who kick started the process.”
