‘Patience Jonathan withdrew $100,000 from her unblocked Skye Bank account’

Patience Jonathan yesterday said that she withdrew $100,000 from her unblocked Skye Bank account for medical treatment and that she had intention of withdrawing $5 million but the bank could not give her due to lack of funds.
Also, this came as her husband former President, Goodluck Jonathan, yesterday, denied claims that he received a bribe of $200 million as proceeds from the Malabu oil deal insists he has no foreign account.
The former First Lady, Speaking through her solicitor, Barrister Charles Ogboli, said she withdraw some of the money in her account to ensure the bank’s compliance with the court order.
“She wanted to withdraw $5 million on Friday but unfortunately there were no funds and they (the bank) pleaded with her that she can withdraw $100,000 in order to comply with the order of the court. They have complied fully with the order of the court,” he said.
“Therefore the Notice of Appeal (by the EFCC) came late. The Notice and Stay of Execution is a mere application. And we are talking of court order. Appeal has not been entered yet; records have not been transferred from the lower court to the Court of Appeal. In the Administration of Criminal Justice Act, by mere fact that you have an appeal against a proceeding, it does not stop the trial from going on. That was what they were acting upon.
“Unfortunately for them, the order has been executed. Even when you move the motion it is an exercise in futility. So we are going to court to respond to whatever they filed. The issue is that she went to the bank and applied and account was debited with $100,000. There were no challenges as to withdrawal from her account. She was not under any pressure to withdraw all the money, after all the money was there. But this is just for her medical treatment and all that.”
“I wonder why some print media will be publishing things that are not within their knowledge or facts. Mrs. Jonathan is a law-abiding citizen and she has not done anything which is ultra vires to the laws of the land,” he added.

Former President, Goodluck Jonathan, yesterday, denied claims that he received a bribe of $200 million as proceeds from the Malabu oil deal.
Jonathan, in a statement by his Media Adviser, Mr. Ikechukwu Eze, said the allegation against him was sponsored by those threatened by his continuously rising profile in the international community.
Eze reiterated the fact that while in office and now that he is out of office, former President Jonathan did not open and does not own any bank account, aircraft or real estate outside Nigeria, adding that anyone with contrary information is challenged to publicly publish same.
Eze said, “Common sense should have shown the purveyors of this slander that the Malabu oil deal far predated the Jonathan regime and it would only make sense for him to be bribed if he had a time machine to go back in time to when the deal was struck.
“The report relied on hearsay evidence from a man of questionable character who provided no substance to back up his false claim. The man quoted by the report said he ‘assumed’ that Dr. Jonathan would be bribed.
“Since when has the assumption of a crook been enough to smear the reputation of a patriot and international statesman like Dr. Goodluck Jonathan?”
Eze further stated that the report wrongly claimed that Jonathan and Etete had known each other for years when Jonathan served as a tutor to Etete’s children while he was a minister.
He said, “This claim is clearly ridiculous and nothing can be further from the truth. In the first place, the former President couldn’t have been a ‘tutor’ to Etete’s children without first establishing contact with the family.
“This is because Jonathan met Etete who served as the Petroleum Minister in General Abacha’s military regime for the first time under the succeeding civilian administration when he was already the deputy Governor of Bayelsa State. Even then, the fact remains that ex-President Jonathan has never met any of Etete’s children.
“Besides, Jonathan couldn’t have been anybody’s private tutor during that period, because he was already in the directorate cadre in Oil Mineral Producing Areas Development Commission, OMPADEC (now NDDC), having already left the academia, at the time Etete was a serving minister.”
Eze explained that the series of fake and fallacious stories are deliberately contrived for reasons that are yet to be publicly disclosed, adding that stories apparently intended to rubbish Jonathan’s name locally and internationally, is being recycled with more lies added to garnish the narrative, and is coming at a time the ex-President is making efforts to resolve the issues in the People’s Democratic Party (PDP).
“Jonathan appeals to the media to report facts rather than innuendo and gossip. He asks that the media ought to remember that he signed the Freedom of Information Act into law and it is only fair to use it to investigate allegations and establish the truth.
“Dr. Jonathan cannot stop criminals from ‘assuming’, but he can and he will stop them from getting away with blatant lies,” Eze noted.

Prostitutes in Zimbabwe are not smiling. The s*x workers have now devised a new way of collecting money from clients who claim they have run short of physical cash - online payments services.

 

“Hard to say it‚ but cash shortages are a big boost to s*x trade here in Harare‚” says Primrose‚ 24.

 

According to NehandaRadio, some workers in the formal sector sleep outside ATMs in the hope of being able to withdraw cash in the morning. But s*x workers have found their income tripling from the use of digital payments.

 

Primrose says money transfers through the Ecocash system allow her to charge clients US $8 for 30 minutes compared to $5 in cash.

 

Ecocash‚ owned by one of Zimbabwe’s richest men‚ Strive Masiyiwa‚ who also owns Econet Wireless mobile phone network‚ is the country’s biggest digital phone-to-phone money transfer platform. The platform handled $6.6 billion in transfers in its latest financial year.

 

Cash shortages‚ and the condition of the dollar notes in circulation‚ have sparked a surge in e-payments in Zimbabwe. Zimbabwe´s US dollar notes are grubby and usually torn at the corners after changing hands too many times.

 

“Most US dollars in Zimbabwe are filthy‚ worn out‚ crumpled. A $2 dollar note can rot and wear out in your hands if you expose it to sunlight or soft rain. We don’t like such dirty notes. E-payments send healthy money direct to our bank accounts‚” Primrose says.

 

To get a clean minted $100 note from dealers‚ one must pay an unlawful $15 commission. s*x workers refuse to accept Zimbabwe’s own “bond notes“.

 

Nyarai* 19‚ who says she came to do s*x work in Harare immediately after finishing secondary school in Zimbabwe´s central city of Masvingo‚ flags down a motorist in an Audi A4 in Harare´s Avenue district. She is confident police patrolling on Chinese bicycles won’t touch her. In a March 2015 landmark ruling‚ Zimbabwe´s constitutional court banned police from detaining s*x workers.

“Generous businessmen like these Audi drivers prefer to settle with a bank card. They even wire tips of up to $3 on top of the agreed fee. Digital money is the way to go.”

 

“Once a client enters a brothel room‚ I ask him to enter the Ecocash e-cash transfer pin code on his cellphone. We won’t pull off our clothes until the transfer message registers on our cellphone.”

 

“As soon as the cash transfer message beeps on my phone screen‚ the act proceeds.”

 

A cheap smartphone is now a must-have for Harare s*x workers‚ says Primrose.

 

“Cellphone and condoms – two non-negotiable instruments before any girl works Harare´s night streets. Cellphone

for e-cash transfer‚ condoms for protection…”

 

Primrose says her income has tripled since she switched to e-payments.

 

“I make $660 in a good month. This is way above teachers and nurses’ wages. My child is in primary school‚ properly cared for. The cash shortages are a good time for us in the s*x business.”

 

Jairos‚ 29*‚ a mechanic‚ gulps his Zambezi lager beer in Harare´s soaring heat. He says he uses his Texta-cash card to pay for s*x. “Salaries in hard cash can take three months to be paid‚” he says.

 

Texta-cash is another mobile banking platform in Zimbabwe‚ supported by Cabs‚ one of the country´s most well-known building societys.

 

E-payments have also opened up the way to “advance bookings‚” says Primrose. Men make e-cash transfers to s*x workers in advance‚ say‚ two days before the start of the weekend‚ she says. s*x workers advertise their services on digital platforms like WhatsApp and Facebook.

“Sometimes we get bored men transferring up to $10 just to visit us for a talk and massage therapy‚” says Nyarai. “Factory closures have multiplied the number of men with difficulties here in Zimbabwe.”

 

She says e-payments help to protect workers. “The problem with cash is that rogue men would underpay us‚ or refuse to pay‚ and coerce us into s*x acts for no fee.”

 

This doesn’t happen with digital payments. “No one can cheat technology.”

 

Psychologist Esther Sadze agrees that digital payments are some protection against rape and non-payment. “At least e-payments take out the horror of beatings‚ rape and non-payment by violent clients.”

 

But‚ says Primrose‚ digital payments have led to an influx of young girls who charge as little as $2 for 60 minutes‚“just to pile up mobile cash transfers”.

Patience Jonathan Has the Right to Own Any Amount of Money - IMU, Others Speaks Out

As the former Nigerian first lady's multi-million dollar saga continues, the Chairperson of Ijaw Mothers Union, has told Nigerians that Patience Jonathan has the right to own such amount of money.

In an exclusive interview with Vanguard, the Chairperson of Ijaw Mothers Union (IMU), Doris McDaniels, has spoken out on the recent outburst over reports that former First lady, Patience Jonathan, claimed ownership of a $31.4 million found in the account of a company currently under investigations for fraud.

 

McDaniels stated that the former first lady can own any amount of money as she was the wife of a deputy governor, governor, Vice President and then a President.

 

She said; “I will commend Mrs Patience Jonathan because if this is the allegation against her, then it is funny. So you mean the wife of a former deputy governor, governor, Vice President, Acting President and President cannot own this kind of money, yet wife of President Muhammadu Buhari that is less than two years in office can travel with the kind of bag as alleged recently? Then this is a funny country.

 

"If high-profile government officials,can own properties in Dubai, yet we say wife of a former President can’t own this money, then Nigeria is a laughing stock. EFCC should follow the law,” she said.

 

However a lawyer and National Coordinator, Centre for the Vulnerable and the Underprivileged, Oghenejabor Ikimi, said the former first lady needs to be investigated since her office as a first lady is not known to come with remunerations.

“Patience should be investigated on how she got the money. We agree that she was the wife of a Deputy Governor, Governor, Vice President and lastly President. The sum is frightening, knowing that her office, even as First Lady, does not attract remuneration. 

"Even if it did attract cash benefits, was it in dollars and how much did she receive? If the anti-graft agencies find her to have amassed such wealth illegally, she should be tried to face the music. She is not bigger than the country as former First Lady.”

 

In his reaction, Zik Gbemre, National Coordinator, Niger Delta Peace Coalition, NDPC, said: “The NDPC does not understand the hullabaloo about investigating the former First Lady for questionable wealth. She should be investigated like anyone else suspected to be holding such questionable wealth.

 

“All anti-graft agencies need do is ensure they do their job within the ambit of the law. People should not see this as a witch hunt or oppression. The accused must also prove her innocence lawfully. She has nothing to fear if she genuinely acquired such wealth. All she needs is proof.”

$15bn Arms Deals: Panel Traces N2bn to five children of the ex Army Chief

The Presidential Committee on Audit of Defence Equipment Procurement (CADEP) has traced about N2billion meant for the purchase of vehicles for the Nigerian Army to the accounts of five children of a former Chief of Army Staff. The Nation reports that the report by the panel states that the children of the ex-Chief of Army Staff allegedly used two companies for the deal. Read it after the cut.. 

 “The committee reviewed the procurement carried out by Chok Ventures Ltd and Integrated Equipment Services Ltd, two companies that shared the same registered office, had one name as common controlling shareholder and sole or mandatory signatory to the various banks accounts of the companies. The committee further established that between March 2011 and December 2013, the two companies exclusively procured various types of Toyota and Mitsubishi vehicles worth over N2, 000,000,000.00 for the Nigerian Army without any competitive bidding. Most of the contracts awarded to the companies were also split, awarded on the same date or within a short space of time at costs and mobilization higher than the prescribed thresholds. For instance, on February 13 and 15, the two companies were awarded contracts worth N260, 000.000.00 and N315, 000,000.00 respectively for supplies of various vehicles. The Nigerian Army could not justify the exclusive selection of these vendors against other renowned distributors of same brands of vehicles procured. More seriously, the committee found no credible evidence of delivery of the vehicles by the two companies as there were no receipt vouchers, but only unauthenticated delivery notes, invoices and waybills that were purportedly used for the deliveries. Nevertheless, the vendors were fully paid based on job completion certificate authenticated by the then Chief of Logistics, Maj Gen D.D. Kitchener (rtd). The payments were also made without deduction of Withholding Tax (WHT). Furthermore, analyses of the various bank accounts of the two companies showed transfers to individuals , some of who are believed to be children of the army chief. Thus, the committee recommends further investigation to determine delivery of the vehicles and relationship of funds beneficiaries with the former COAS and the two companies. Furthermore, the panel said that Lt Gen O. A. Ihejirika (rtd), Maj Gen D. D. Kitchener (rtd), Col A. M. Inuwa and Mr Chinedu Onyekwere should be held accountable for the issues arising out of the contracts.”

The panel during its findings discovered that contracts in the Nigerian Army were awarded without due process. It said a company was registered on November 17, 2014 and awarded $125,179,299.10 on the same day.

“The Nigerian Army, between April and August 2014, entered into four contract agreements with Societe D’Equipmenteux Internationale  (SEI Nig Ltd)  for procurement of Cobra Armoured Personnel Carriers, Shilka Self-Propelled Artillery Guns, Armoured Fighting Vehicles (AFVs) as well as various ammunition and spares funded by the ONSA. The contracts for the Cobra APCs and Shilka Guns were not executed as they were not funded. However, the costs for procurement of the AFVs; ammunition and spares were $398,550,000.00 and $484,765,000.00 respectively totalling $883,315,000.00. In November 2014, the ONSA awarded contract to Conella Services Limited for procurement of 72 various arms and ammunition that included MRAP vehicles, Mi-17 helicopter at the cost of $125,179,299.10. The committee observed that the company was registered in Nigeria on 17 November, 2014 and awarded the contract on the same date, while the EUC for the procurement was issued a day later on 18 November, 2014. Furthermore, the ONSA paid $36,996,530.00 and N2,209,582,296.00 to the vendor between November 2014 and 15 April, 2015.

 However, the Nigerian Army denied receipt of any procurement from Conella Services Ltd.

“Similarly, the committee tried in vain to reach officials of the company to confirm execution of the contract. There is, therefore, the need for further investigation of Conella Services Ltd. The committee observed that SEI and its two associated companies, APC Axial Ltd and HK-Sawki Nig Ltd, were incorporated in May 2014 with two Nigerien brothers, Hima Aboubakar and Ousmane Hima Massy as the only directors.  Between May 2014 and March 2015, the ONSA mandated CBN to release various sums totaling $386,954,000.00 to SEI and the two associated companies for ‘procurement of technical equipment’, without tying the money to particular items of procurement. Thus, the allotment of the funds was left at the discretion of the vendor without input or consultation with ONSA or the Nigerian Army. Furthermore, some of the funds transferred preceded the formalization of SEI contracts with the Nigerian Army. There was also no evidence of any contract to justify the payments made by ONSA to the SEI associate companies. Consequently, it had been difficult for the ONSA, the Nigerian Army and SEI to reconcile the accounts vis-a-vis the equipment delivered.”

The panel also uncovered that 42 units of Armoured Personnel Carrier(APC) which were rejected by Iraq were later sold to Nigeria to fight Boko Haram insurgents. It claimed that some of the APCs were either expired or unsuitable leading to loss of lives.

“The committee observed that one of the new equipment SEI procured for the Nigerian Army from Ukraine was BTR-4E APC.”

However, according to the Ukraine’s state enterprise, Lviv Armour Repair Plant, the designers of the equipment, “some of the products sold to Nigeria in 2014 were actually among 42 units designed for Iraq which subsequently rejected them due to poor performance rating”.

“The Nigerian Army did not also undertake the mandatory pre-shipment inspections provided for in the contract agreements. Instead, the NA deployed an infantry officer, who lacked the technical knowledge to assess the capabilities and shortcomings of the equipment, to oversee the shipment of the items for the Nigerian Army from Ukraine. Additionally, the two-week training availed the technicians and operators was inadequate for them to comprehend the technical workings of the newly introduced equipment. The committee’s interactions with the field operators revealed that although the platforms and ammunition procured by SEI were deployed for the NE operations, some of them were aged or expired, lacked spares and prone to breakdown without immediate recovery equipment. Therefore, failure to carry out pre-shipment inspection and inadequate training resulted in procurement of some unreliable equipment that reduced the capacity of the Nigerian Army in the North East operations and resulted in the loss of lives and equipment.”
